Bump dependency versions and fix signed/unsigned comparison

- platforms 0.0.10 -> 1.0.0
- coroutines 3.1.0 -> 3.2.1
- rules_cc 0.2.16 -> 0.2.17
- cpp_toolbelt 2.0.1 -> 2.0.2

Also fix signed/unsigned comparison warning in BitSet::IsEmpty by
using std::size_t for the loop index to match kNumWords.
