Allow vendorization according to config in server info

Allow dandi-cli to vendorize itself according to the server it is interacting with. This issue is created to track the progress in dandi-cli in achieving the goal specified in https://github.com/dandi/dandi-schema/issues/299. A solution of this issue should complements https://github.com/dandi/dandi-archive/pull/2430 to in achieving the goal.
