Parameter slider scroll misbehavior

Describe the bug

The slider scrolling behavior is partly broken in the latest release. Right after switching direction of scrolling, the scroll is not registered (or in other words, nothing happens after the first "row" of scrolling). Switching is the problem - alternating between scrolling up and down makes no change to the slider value.

Steps to reproduce

1. open any module (or even hover over the histogram)
2. scroll e.g. up over any parameter slider
3. then scroll down
4. slider value doesn't change for the first "row" of scrolling down

I just updated to 5.6.0 and noticed this as well! To elaborate: I have "mouse wheel scrolls modules side panel by default" set to true and noticed that if I try to adjust a slider by pressing control and scrolling, the first scroll is not registered.

If I hold control and scroll 3 times, it only registers the last two. And like @Pizzacutter-at-tty3 says, when changing direction also does not register the first scroll in the new direction. So if I hold control, scroll up 3 times and down 3 times, it only registers up 2 times and down 2 times.
