Motivation
The last version was released almost a year ago and it would be really useful to get a new one in the near future 🚀 Having #863 would be especially helpful for end users.

Most of the steps in https://github.com/dask/dask-gateway/blob/main/RELEASE.md#steps-to-make-a-release require push rights, but the Changelog doesn't. So, hopefully a PR updating it, will ease the release process a tiny bit.
