Upgrade CDS extractor node dependencies to latest

Upgrade node dependencies to the latest available versions for
TypeScript/JavaScript code used to implement the CDS extractor.

Removes the `extractors/cds/tools/package-lock.json` file from further
tracking and updates gitignore accordingly.
