feat(storage): add fuse_tag table function to list snapshot tags

Summary

Adds fuse_tag('database', 'table') table function to list snapshot tags on a FUSE table.

Previously there was no way to inspect which tags exist on a table . Following the fuse_* table function convention
(fuse_snapshot, fuse_segment, fuse_block), this adds fuse_tag as the standard way to query snapshot tags.

Returns columns:

• name — tag name
• snapshot_location — snapshot file the tag points to
• expire_at — expiration timestamp (nullable, set when RETAIN is used)
