[Bug]: check ID 116 DBFS file browser disabled not given consistent results

Bug Description

When running SAT, check ID 116 DBFS file browser disabled does not give consistent results on Azure. If we check <workspace_url>/config we can see that the settings is configured as follow: "enableDbfsFileBrowser":false. However, the SAT dashboards show sometimes healthy, sometimes unhealthy.

Steps to Reproduce

Run Sat on multiple workspaces, in 3 out of 50 it's healthy the rest is not. Those 3 workspaces are in different subscriptions.

Expected Behavior

The healthy status should match the config status.
