[Feature]: Support for MULTI_WORKSPACE_MODE in serverless mode

• I have searched existing issues and confirm this is not a duplicate.

Problem Statement

We have the following set-up:

1. AWS Databricks
2. Only allowed to run SQL serverless
3. ~50 workspaces which we want to scan for vulnerabilities from within a single workspace

In my research it's only possible to run the MULTI_WORKSPACE_MODE mode with classic compute which we can't use.

Proposed Solution

Support SQL serverless for scanning all workspaces from a single workspace.

Hey @patrick-pnl - serverless compute cannot communicate across workspaces which is the the reason we do not allow SAT to scan multiple workspaces using Serverless. If you wish to scan multiple workspaces from one SAT installation, then the current solution is to use classic compute, as this is the product behavior for serverless.
