codeowners: grant a-d-k contributors ownership of experimental/

Per @simonfaltum's review on #73: the top 10 a-d-k contributors (>=10
commits at import time) are now Code Owners of /experimental/ alongside
the d-a-s maintainers, so their review satisfies the required-review
branch protection rather than only landing them in the suggested-reviewer
pool.
