What needs to be validated

Add validation check for CSCwp95515.

Summary - If a configpushShardCont has non-zero headTx but a zero tailTx upon upgrade policydist process will crash-loop and fail. In this state fixing through testApi may not work as PD can crash soon after bring-up and API won't be processed.

Why it needs to be validated

Upgrading with configpushShardCont in the described state will lead to PD failing soon after upgrade. Recovery can require PD binary with fix for CSCwp95515 as testAPI may not get serviced with PD crashing almost immediately after bring-up
