Issue/12 value sets version wildcard include

• Adds support for ValueSets using single compose.include elements with fixed system and wildcard version, by first querying the terminology server for all CodeSystem resources with the fixed system and then expanding the ValueSet for every supported version and combining the results.
• Fixes a dependency resolution problem, when configuring the validator with multiple validation packages.
