DOC-4942 - Astra Portal FTUX updates for streaming learning docs

• Update main navigation in the Astra Portal for FTUX project.

• Rewrite many steps in the data pipelines tutorial topics for style guide and new UI. These are the main pages to review. Other changes can be see in the diff. I didn't completely rewrite these pages, I tried to stay focused on primary nav changes.
