Move value-threshold comparison to python

* no longer necessary to run full RelVal if only thresholds are changed
  ==> makes threshold scan faster and more straightforward

* remove all unused functionality from ROOT macros

* align some functionality in Python script

* allow same threshold args for both rel-val and inspect command
