chore: add CLAUDE.md importing AGENTS.md

Claude Code only reads CLAUDE.md. Add a one-liner CLAUDE.md that imports AGENTS.md so both tools share the same instructions without duplicating them. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
