Proposed Changes:

Merges the v3 branch into main! Officially switching the main branch to become the active Haystack v3 branch.

After this PR is merged all open PRs pointed at the v3 branch will need to redirect to main and all open PRs to main will need to handle any potential merge conflicts that could arise.

How did you test it?

Notes for the reviewer

If we need to make any patch releases from the v2.31.x branch we should directly open PRs against that branch and then follow our normal patch release process. This is similar to what we did for the last version 1 release branch.
