i18n: add 10 more language catalogs (incl. 3 RTL); 28 languages offered

New translated catalogs (1929 strings each): Hebrew, Ukrainian, Filipino, Thai, Bengali, Persian, Urdu, Tamil, Telugu, Marathi.

Hebrew, Persian and Urdu are right-to-left and render correctly via the v3 RTL support already in place (dir from LANGUAGE_BIDI + logical CSS); Latin-script brand/code tokens are kept left-to-right inside the RTL/Indic text. Added all 10 to LANGUAGES (selector now 28) and updated the test.

Same pipeline: pinned per-language security glossary, every placeholder/HTML fragment preserved and verified token-by-token, all catalogs pass msgfmt --check, 0 fuzzy. Verified on the authenticated v3 UI: he/fa/ur render dir=rtl, uk/ta/th/bn/tl render dir=ltr, all HTTP 200.
