chore(deps): refresh in-range minors and patches

Picks up:
- eslint 9.30.1 -> 9.39.4
- prettier 3.6.2 -> 3.8.3
- typescript 5.8.3 -> 5.9.3
- @types/jquery 3.5.32 -> 3.5.34
- jquery-mockjax 2.6.0 -> 2.7.0

Side effect: the 6 dev-only npm audit advisories (eslint transitive
@eslint/plugin-kit, ajv, brace-expansion, flatted, js-yaml, minimatch)
clear naturally because the newer eslint minor pulls fixed versions.
"npm audit" now reports 0 vulnerabilities.

Only package-lock.json changed; package.json caret ranges already permitted
these versions. No source, build, or test changes.
