docs: add v1.3.0 release notes and update to latest version

- add v1.3.0 release block with 10 feature items covering window preview,
  system detail plugins (CPU/Memory/Disk/GPU/Network/Thermal/Battery),
  process monitor, icon glow/sparkle effects, gradient themes, custom
  app icons, drawer reorder, context menu icon replace, and menu bar redesign
- move v1.2.0 to historical releases (remove Latest badge)
- update hero badge and all download links to v1.3.0
