This PR fixes #1943

Implemented changes:

  • Added Ruby commandlet.
  • Added CHANGELOG.adoc.

Testing instructions

  1. Run the Ruby UrlUpdater.
  2. Verify that running ide ruby installs ruby successfully and starts it sucessfully.
  3. Verify that running ide uninstall ruby uninstalls it sucessfully.

Note: this PR also contains commits from the Ruby UrlUpdater PR as well in order to properly test that Ruby can be downloaded. It should be merged first, and then this one will follow.
