chore: sync with ADO pipelines and Power BI report

Syncs Azure DevOps pipeline configurations, Power BI report definitions, infrastructure templates, and supporting scripts with the latest ADO state.

Changes include:

• Updated and added ADO pipeline YAML files (CI, deploy, scan, a11y-scan)
• Added Power BI report project (a11y-pbi-report)
• Added infrastructure storage Bicep template
• Added bootstrap, scan-and-store, and OIDC setup scripts
• Updated Dockerfile and vitest config
• Updated .gitignore
