[ENHANCEMENT] Save partial MCP conversations to history when hitting "Rate Limit"

When using Anthropic a Rate Limit exception can occur especially when you have only 40K tokens per limit quota.
When this exception is thrown however, the partial interesting feedback is not stored into the history because to the exception.
Would be nice if we could also store the partial response in history.
