test: repoint glove/osm-germany-relations matrix entries from gap:257 to gap:261

#257 (CsvExporter FixedSizeList/List support) is closed, but these 4
slugs still can't flip to ok: the real remaining blocker is the
conformance oracle itself, which aborts on repeated/list Parquet
columns before any comparison happens. Filed as #261 with the
reproduction. gap:257 was stale — it pointed at a closed issue that
no longer describes why these slugs fail.
