Feature Request [enhancement] add padding or snapping so tool can mask to edge

It can be a challenge to mask near the edge.

Note, if the window opens wider and taller than my image (image being snapped to top left); I can click in the blank zone below and to the right, and the mask still applies correctly. Perhaps it could be as easy as allowing us to pan outside the edge of the image.
