What change is being made?

Publish signed Python packages by enhancing the CI workflow to build artifacts, publish to TestPyPI, and deploy to PyPI on release, along with accompanying project metadata updates.

Why are these changes being made?

To automate and secure the package release process (including provenance/release attestation) and align versioning and metadata with packaging standards.
