What change is being made?

Bump pyright to 1.1.406, add a VSCode workspace task named "Serve Docs" to serve the built docs locally, switch the doc directive implementation from ViewList to StringList, and update contributing guidance to reference the new Serve Docs workflow.

Why are these changes being made?

To keep type checking tooling current and to streamline local documentation preview in the development workflow. The doc directive API change and updated contributing guidance reflect the updated internal API and improved developer experience.
