Related to #1050 [BUG] Conflicting case re-open button vs. non-closed statuses
Describe the bug
You can "close a case" with the status, but it does not really close the case it just put in a status the system does not actually recognize as a closed case. A truly closed case is closed using the "Close Case" button on the manage case dialog.
To Reproduce
Steps to reproduce the behavior:
- Go to a case and manage it
- Change the case status to "Closed" and it just sets a new status
- Click the "Close Case' button and confirm closure
- Case is now actually closed with a status date
Expected behavior
When selecting the "Closed" status, invoke the "Close Case" dialog and actually close the case properly.
