Adds Docker image build, publish, and a non-blocking smoke test to the EOS Jenkins pipeline, mirroring the dev/stable image flow without the IM Play deploy. Each build publishes a single rolling
dhis2/core:<major.minor>-eostag viabuild-docker-image.sh -d(no immutable/rolling release tags). On master this is the template inherited by future release branches.Linked per-branch PRs:
