This PR adds three new plural label fields to Program, i.e notesLabel, relationshipsLabel, and trackedEntityAttributesLabel, alongside their existing singular counterparts, so Capture's custom terminology feature can configure the plural text it actually displays for Notes, Relationships, and Attributes (DHIS2-21738). It follows the same established pattern used for enrollment/event/program stage plural labels, with new DB columns, translation support, and matching test coverage across ProgramTest, JsonProgram, and ProgramControllerTest.
