The 'Smoke test — API proxy rejects missing target' step runs immediately after the preview deployment. All smoke test steps completed within 1 second, meaning the Cloudflare Pages Functions worker had not fully initialized, causing a 404 instead of the expected 400. Added retry loop (5 attempts, 10s/15s delays) to all three smoke test jobs (preview, staging, prod) to tolerate the deployment warm-up race.
