What is the new behavior?

• actions/upload-artifact@v3 are updated to actions/upload-artifact@v4
• actions/download-artifact@v3 are updated to actions/download-artifact@v4
• node versions in actions are updated to 22
• softprops/action-gh-release@v2 are updated to softprops/action-gh-release@v2
• for pages we now use actions/upload-pages-artifact@v3 and actions/deploy-pages@v4 with environments
