Keep track of token update

As indicated [here](https://github.com/demand-open-source/demand-cli/blob/master/src/jd_client/job_declarator/mod.rs#L337), we need  to add a signaling mechanism to keep track of when the token has been updated so that `on_set_new_prev_hash` can decide whether or not to send `set_custom_job`
