CLI and FPM share same php.ini on 8.4-fpm

is there a way to configure different php.ini files for CLI and FPM on 8.4-fpm image?

I don't think there's a way to configure them to use different files by default, but --php-ini/-c allows you to specify an explicit file to use instead (or --no-php-ini/-n if you just want to disable reading php.ini).

Then why is there a php-fpm.conf in /usr/local/etc?

It gives the impression that cli and fpm have different config file paths.

It looks like PHP can use the separate .ini files:

If php-SAPI.ini exists (where SAPI is the SAPI in use, so, for example, php-cli.ini or php-apache.ini), it is used instead of php.ini. The SAPI name can be determined with php_sapi_name().

I have to recheck, but I did not see that file or the subfolder php-fpm.conf.d (i think) included on the ini files showing up in phpinfo().

php-fpm.conf is the configuration for php-fpm, not PHP (which is confusing, yes, but php.ini is a separate thing from php-fpm.conf, and php-fpm.ini would also be a totally separate thing).
