This PR adds setup.cmd which replicates the functionality of setup.sh for Windows machines.
In addition I added .gitattributes to deal with CRLF <-> weirdness with Windows and I updated setup.sh to use /usr/bin/env instead of /bin/bash as the path could be different in WSL and using env should be more portable.
