Moves the eval-gate job out of ci.yml into its own workflow that triggers only on PRs touching files which can move the gate verdict or its comment (the example test and baseline, the gate and comparison code, the report action). Version bumps and unrelated PRs no longer get a redundant "Eval gate passed" comment, while real changes to gate-relevant code still run and comment.
