Azdevify APICenter-Analyzer

Azdevify APICenter-Analyzer to enable azd operations.

You can currently deploy this application using azd by following the steps below:

1. Execute the command: azd init -t dotnet-7/APICenter-Analyzer -b azdevify
2. Run the command azd auth login and az login.
3. Execute the command: azd up, then we can create the definition in the apicenter/apis/versions to check its analytics.

Here are the changes:

1. Add devcontainer configuration.
2. Add infra/main.bicep to create needed resources.
3. Add azure.yaml for deployment and hooks.
4. Add infra/hooks to create event subscription after the deployment is done.
5. Update the Readme.md and add content related to azd.
