Add GitHub Pages site with workshop overview

- Add docs/index.html with themed landing page
- Add deploy-pages.yml workflow for automatic deployment
- Features Visual Studio purple branding and neon theme
- Includes all 13 workshop parts with descriptions
- Links to Visual Studio documentation for key concepts
