Update MAUI Blazor Hybrid app with BWA tutorial

Beth ....

• We have the guidance on per-component/page render modes in the appropriate sections.
• I'm revising the versioning to only mention the sample app for 8.0/9.0.
• WRT the section on migration (Migrating a .NET MAUI Blazor Hybrid solution): I think we explicitly only wanted that for 8.0. Is that correct? I see we didn't extend it to 9.0. That may have been decided last year, or it may have been an oversight for 9.0 updates. I'm not sure which. I'm leaving that for only 8.0, as I found it. If that section should be surfaced for 9.0 (or >=8.0 to include 10.0), I'll need to do some work there because the 🧀 moved on a few things (static assets and Not Found features, for example).

.NET 8 for MAUI is out of support so I don't think we need to do anything there. We didn't have the template until .NET 9. Changes LGTM

Ah! Yes! ... that's why we had that versioned for <9.0 (i.e., 8.0). I recall now. Ok, cool. Let's roll with this.
