This should also add search path containers for both, with a similar mechanism as in OpenAL to switch between the two at the user's request.

Dawn does not have a set of lib names by default, according to people at #webgpu-dawn:matrix.org, the libname changes depending on the build system used, so we may have to have multiple possible paths for dawn and try multiple
