Stable Updates 20260629 (#1488)

Weekly stable maven→nuget version bumps.

1. `com.google.android.gms:play-services-location` — 21.3.0 → 21.4.0
2. `com.google.dagger:dagger` — 2.59.2 → 2.60

### Changes
- **config.json**: bumped versions via `update-config`. Dagger maven version corrected to `2.60` (`update-config` emitted `2.60.0`, which 404s on Maven Central) while keeping `nugetVersion` `2.60.0`.
- **cgmanifest.json / docs/artifact-list-with-versions.md**: regenerated from config.
- **PublicApi.\*.txt / published-namespaces.txt**: unchanged — these patch bumps add no public API or namespaces.
