Description of the issue

In the PR dotnet/dotnet#6573, the PR got created fine but then the follow-up flows bringing new PRs were empty commits:

• dotnet/dotnet@6547f45
• dotnet/dotnet@14637f2

This meant the codeflow verification failed too so at least nothing was changed, not even the source-manifest.
