cc @jkotas, @janvorli, it's an alternative to dotnet/runtime#130966, I think better to use this as linux-headers package built against old kernel version in 3.21 is not interesting for new arch. |

Some hardware probes (ZICOND) are missing from 3.21 which we are using in JIT.
