Description

PublishRuntimeIdentifier was discussed in dotnet/sdk#26444 and implemented in dotnet/sdk#28717 for .NET 7 I believe. We should add it to the list of publish-time properties to be used. It's basically the same as RuntimeIdentifier, but it has a smaller 'blast radius' - since RuntimeIdentifier can be used by many different 'feature areas' of the SDK, PublishRuntimeIdentifier is a more purpose-fit alternative to be very clear that you want to use a specific RID for publish-time.
