Overall this article feels incomplete for the goal the title describes: Overview of upgrading .NET apps.
This article is split into two segments, the first being a small conceptual area about the kinds of upgrades you perform and a second which points people to the modernization agent. It should somehow guide people to the conceptual overview of updating .NET apps, perhaps briefly talking about the lifecycle of updates. Additionally it should link to the upgrade assistant as an unsupported alternative.
