The "Applies to" emphasis format is inconsistent with other release notes. Elsewhere the repo uses (*Applies to: ...*), for example docs/framework/release-notes/2026/02-10-february-cumulative-update.md:25-29, but this file uses (_Applies to: ..._). Standardize the emphasis style to match the rest of the release notes.
