Free Copilot Below Limit But Locked Out

I have been using Free Copilot but now when I try to use it, it take me to a webpage to upgrade to Pro.
My Copilot Usage is 1% Code completions and 6% Chat messages which I assume I'm well below the limit, see below image

How do I fix this problem?

@MaxFun After reloading the VS Code window, does the Copilot dashboard still show you have only consumed 6% of chat messages quota (50 per month)?

Can you log an issue in the VS Code repository (https://github.com/microsoft/vscode/issues). This is where the team track issues related to Copilot in VS Code.

I tried closing and restarting VS Code the same day multiple times during the same day with the same 1% Code completions and 6% Chat messages and sending me to a webpage to upgrade to Pro.

Tried it again this morning and it looks like I can now use Copilot.
