This is blocking the pipeline.

Right now they're using 1es-ubuntu-2204:

Looks like we will need to add Azure Linux 3.0 images to NetCore1ESPool-Internal-XL (they are already in NetCore1ESPool-Internal).

From what I can see that one should be fine since it's not using the -XL pool.
