Potential long path issue?

It seems like design time builds are sensitive to long paths.

For example if:
DesignTimeTargets\Microsoft.Managed.DesignTime.targets

Is in a long path then it can't be loaded or found.

(Using this issue for GitHub Copilot to investigate)
