Describe the bug.

When cancel the uninstallation, it shows error "Another install may be in progress? Uninstall manually or delete the folder".

Reproduction Steps

1. Login VSCode with your GitHub Account to enable usage of CoPilot
2. Ask the agent in the chat window to install .NET SDK 9.0.314
3. Ask the agent in the chat window to uninstall .NET SDK 9.0.314
4. Cancel the uninstallation by dismissing the UAC/admin prompt

Expected Behavior

It should report the uninstallation been cancelled.
