docs: move misfiled release-note entries from 9.9 to 9.16

The entries for pgadmin-org#9875 (EXPLAIN/blank-line query extraction) and pgadmin-org#9988
(OAuth2 metadata URL guidance) were added to release_notes_9_9.rst,
which is an already-released version. Move them to the in-progress
9.16 notes where they belong.
