Support DDEV and other local development environments in Vortex tooling

Summary

Make Vortex tooling able to support DDEV and any other local development environment, once the integration is implemented.

Background

Vortex tooling should not be tied to a single local development environment. Once the integration work is in place, the tooling should be able to target DDEV and any other local development environment.

Scope

• Decouple the tooling from a single local development environment.
• Add support for DDEV.
• Keep the design open so that other local development environments can be added later without reworking the tooling.

Dependencies

• Depends on the local development environment integration being implemented first.
